The essence of high Quality of Service&#13;
(QoS) provisioning in any network is centred on&#13;
optimization which can be approached from different&#13;
perspectives depending on the network operator’s&#13;
target and Key Performance Indicator (KPI)&#13;
parameter tweaking ability. In this article, we present&#13;
a collaborative resource allocation technique using the&#13;
Market Game that utilizes the Shapley value solution&#13;
concept which is a method used in the field of Political-&#13;
Economy for fair distribution of resources as&#13;
exemplified in a welfare state. Modelled on the Long&#13;
Term Evolution (LTE) Advanced Network, the results&#13;
show an improvement in the throughputs achieved by&#13;
users of the network.

This study examined the effectiveness of computer as individualized instructional method in Education in &#13;
Ekwusigo L.G.A, Anambra State. A survey research design was used to select respondents for the study. A &#13;
total two hundred (200) copies of questionnaires were distributed to the retrieved. In analyzing the two &#13;
hypotheses stated for the study, the data collected were analyzed using percentages and Chi-square. The&#13;
findings revealed that; there is no significant difference on the availability of computers and facilities for &#13;
individualized instruction, there is significant difference between the achievement of students taught with &#13;
individualized instruction and those taught with individualized instruction. Thus based on the the findings, &#13;
the following recommendations were made. The government or the secondary to provide the necessary &#13;
facilities, needed for individualized instruction. The administrative bodies should try in the aspect of &#13;
employing qualified teachers and to be able to pay and retain them. The qualified or experience teachers &#13;
employees should try as often as possible to be attending seminars, workshops and conference in other to &#13;
learn and improve in their fields.

The business world has gone global making the use of computer and information communication technology &#13;
a necessity. It is based on this that this research investigated on the impact of computer on business education &#13;
studies. In the bid to realize the main objectives of this research, questionnaires were distributed, retrieved &#13;
and analyzed using simple percentage and tabulation. The study was guided by four research questions. The &#13;
population consisted of 50 lectures and students and there was no sampling sine the population was not to &#13;
large. The result of the study showed that most of the tertiary institutions in Enugu Urban that are offering &#13;
business education studies do offer computer as a course and are opportune to have access to computer &#13;
facilities and equipment, it is also various business software such as Accounting Software, Business &#13;
Management Software, and Stock Information Software. It is based on the findings of the study, conclusions &#13;
were drawn and recommended that business software such as inventory management software; stock &#13;
information system e should be introduced to the business education studies department to give the student &#13;
the opportunity to enhance their ability on the use of computer.

This work involved; the opinions of teachers about students taught by qualified teachers and those taught by &#13;
non-experts, the opinions of teachers about students taught using instructional materials and those taught &#13;
without, the effect of time allocation on the time table, the effect of Government funding of computer science &#13;
studies. The population of the study consists of all the computer science teachers in Ekwusigo Local &#13;
Government Area of Anambra State. The sample size was 70 teachers randomly selected from different &#13;
schools in Ekwusigo Local Government Area of Anambra State. A simple survey method was designed to &#13;
identify the problems. Four research questions and hypotheses guided the study. The instrument used for &#13;
data collection was a questionnaire developed by the researcher and validated by three experts in Science &#13;
Education, Madonna University Nigeria. The researcher also administered 120 questionnaire but 104 were &#13;
returned and data were analyzed. The research questions were answered using purely simple percentages &#13;
and hypotheses were tested using chi-square. The result revealed that there is significant difference between &#13;
the opinions of teachers about the students taught by qualified teachers and those taught by non-experts, &#13;
there is significant difference between the opinions of teachers about students taught using instructional &#13;
materials and those taught without, enough periods are not allowed on the time table and adequate provision &#13;
of fund from government are not always available for teaching of computer science. Conclusion and &#13;
recommendations were made to improve the methods of teaching computer science. Suggestions for further &#13;
research were also made.
